Margaret Thatcher, the former UK prime minister, was not the last world leader to proclaim with surprise, as she supposedly did the first time she saw the serried ranks of São Paulo’s skyscrapers: “Why has nobody told me about this city before?” Perhaps her advisers had, but Brazil did not impinge on her consciousness.
